About TKPKD

In addition to mandating the establishment of TNP2K at the central level, Presidential Decree number 15 of 2010 also mandates the formation of Regional Poverty Alleviation Coordinating Teams (Tim Koordinasi Penanggulangan Kemiskinan Daerah, or TKPKD) at the provincial and municipal regency levels. TPKPDs span across sectors and include stakeholders at the provincial, district and municipal levels to implement poverty reduction efforts at every level in their respective regions. The institutional structure and work mechanisms of TKPKDs are regulated in Home Affairs Ministerial Regulations (Peraturan Menteri Dalam Negeri, or Permendagri) Number 42 of 2010.                    

Duties and Responsibilities

The duties and responsibilities of TKPKD are as following:

  1. Conducting regional poverty reduction coordination efforts (provinces, districts and towns);
  2. Controlling regional implementation of poverty alleviation (provinces, districts and towns).

Membership

Membership of regional (province, district and town) TKPKDs comprises of elements from the government, communities, businesses and other stakeholders in poverty alleviation at regional level (provinces, districts and towns).

Membership composition of regional (province, district and town) TKPKDs is as follows:

Person-in-charge:   Regional Head (Governor/Regent/Mayor)

Chairman:              Deputy to the Regional Head (Vice Governor/Deputy Regent/Deputy Mayor)

Vice Chairman:      Regional Secretary

Secretary:               Head of Provincial Development Planning Agency (Bappeda)

Deputy Secretary:  Head of Provincial Community Empowerment Office (BPMD)

Members:

  2. Public Works Services
  3. Department of Demography
  4. Social Services Department
  5. Communication and Information Agency
  6. Department of Cooperatives and Small and Medium Enterprises (UKM)
  7. Regional Inspectorate
  8. Regional Secretariat
  9. Central Statistics Agency (BPS, Regional BPS)
  10. Regional State-owned Enterprises (BUMN)
  11. Regionally-owned Enterprises (BUMD)

Task assignment, membership composition, working groups, secretariat and funding of TKPKDs are regulated by the Decree of Governor/Regent/Mayor with regard to Presidential Regulation Number 15 of 2010, and the Regulations of Home Affairs Minister Number 42 of 2010.

OrganisationalStructure

 TKPKD

TKPKD are expected to be able to carry out the following implementation tasks:

  1. Encourage planning and budgeting processes so that an effective budget for poverty alleviation can be produced.
  2. Implement regional coordination and monitoring activities in poverty alleviation programmes.
  3. Submit reports on the results of TKPKD coordination meetings at least three times a year (Article 25 Permendagri Number 42 of 2010), and on the results of regional poverty alleviation implementation efforts to the Vice President, as Chairman of National Team for Accelerating Poverty Alleviation (TNP2K) (Article 27 Permendagri No. 42 of 2010)

TNP2K organises various training and advocacy efforts for TKPKD technical teams. The training aims to enable TKPKD technical teams do the following:

  1. Monitor the regional poverty situation and conditions independently and institutionally;
  2. Analyse the amount of regional government spending so it is effective for poverty alleviation (state and regional budgets); and
  3. Coordinate the implementation and control of regional poverty alleviation programme
