COVID-19 Outbreak Response

As a think-tank for the government, TNP2K has a responsibility to remain productive in producing various policy recommendations that support government performance based on evidence and academic facts. In responding to the Covid-19 outbreak, TNP2K specifically provided policy recommendations in the form of a policy brief regarding specific issues related to handling the Covid-19 outbreak and reducing poverty in Indonesia.

In the focus of handling the Covid-19 outbreak, TNP2K has published 8 policy briefs with various specific issues. The first policy brief discusses the proposed cash assistance for the elderly as a group who is socially vulnerable due to limited mobility and social isolation they receive and is economically vulnerable due to lack of access to minimum income support or pension security/savings.

The second policy brief discusses Peraturan Pemerintah Pengganti Undang-Undang Nomor 1 Tahun 2019 Tentang Kebijakan Keuangan Negara dan Stabilitas Sistem Keuangan untuk Penanganan Pandemi Coronavirus Disease 2019 (Covid-19) dan/atau Dalam Rangka Menghadapi Ancaman yang Membahayakan Perekonomian Nasional dan/atau Stabilitas Sistem Keuangan as a new instrument that discusses the use of village funds to minimize the economic impact of the Covid-19 pandemic which is determined using a community-based targeting method by promoting deliberation and promoting village local wisdom through the distribution of direct cash assistance using village funds (BLT-D). The third policy brief discusses Peraturan Pemerintah Pengganti Undang-Undang Nomor 1 Tahun 2019 Tentang Kebijakan Keuangan Negara dan Stabilitas Sistem Keuangan untuk Penanganan Pandemi Coronavirus Disease 2019 (Covid-19) dan/atau Dalam Rangka Menghadapi Ancaman yang Membahayakan Perekonomian Nasional dan/atau Stabilitas Sistem Keuangan that focuses on maximizing village funds for Village Cash Work (PKTD) activities which have been running since 2018 and can be a solution to employment problems in the village.

The fourth policy brief discusses economic stimulus for the agricultural sector as one of the sectors affected by the Covid-19 pandemic, where the availability of staple foods is a major issue that requires government attention so that food stability and security can be maintained in the Covid-19 Pandemic through distribution unsecured loans mechanism for farmers by empowering Village-Owned Enterprises (BUMDes) and enforcing a contract system for farmers to ensure priority cultivation can run in the next planting season.

The fifth policy brief discusses TNP2K's recommendation to implementers of the 2019 basic food program during the Covid-19 pandemic, where program implementers need to ensure affordable food prices, better quality, and availability of foodstuffs which are the main components of the program. The sixth policy brief discusses the importance of the availability of information by name by address (BNBA) which is quite helpful in implementing the social safety net (JPS) program to minimize the impact of the Covid-19 outbreak, where currently there are still a number of programs that require BNBA information so that cooperation and active role of all ministries and local governments in ensuring the quality of the implementation of strengthening the National Target Setting System (SPSN) are needed.
